Successful tourism destinations generally flourish within a strategically defined framework that guides its development. This framework, encompassed in a Tourism Development Master Plan, is formulated for a medium- to long-term period (10 to 15 years) and commonly covers all development, planning and management aspects related to the sector. According to UNWTO, master plans emphasise ‘policy and strategy, planning, institutional strengthening, legislation and regulation, product development and diversification, marketing and promotion, tourism infrastructure and superstructure, economic impact of tourism and tourism investment, human resource development, and socio-cultural and environmental impacts of tourism’.

ITC-A’s work focuses on tourism development, planning, management and strategy projects and, through the flexibility of it structure and its wide reach of associates, the consultancy can bring together the right mix of experts to bring tailor made solutions to address all situations. The emphasis is on engaging with the client so that they participate in the process. By working together, we ensure that the requirements are properly understood and adequately dealt with and that the client is confident to take ownership of the completed plan at the end of the process. This substantially increases the likelihood that the plan’s recommendations will be implemented.

  • 2016-2017, Shandong, China: Formulation of the Shandong Province Tourism Development Master Plan, 2016-2025 (Shandong Province Tourism Administration, Development, and Reform Committee, UNWTO)
  • 2015, Shandong, China: Scoping Mission – Formulation of the Second Shandong Province Tourism Development Master Plan, 2016-2025 (Shandong Province Tourism Administration, Development, and Reform Committee, UNWTO)
  • 2014, Ghana: Scoping Mission – Attracting Investment in the Ghana Tourism Sector through Flagship Projects (Government of Ghana, UNWTO)
  • 2013, Nepal: The National Tourism Strategy Plan for Nepal; ITC-A led the project team that formulated the national strategy (UNWTO, SNV)
  • 2012, Ghana: The National Tourism Development Plan and Strategic Action Plan; ITC-A led the project team that formulated the national plan (UNWTO, UNDP, UNECA)
  • 2010 – 2011, Syria: Project formulation document for a Sustainable Tourism Development Plan in Al Ghab; ITC-A formulated the plan (UNWTO, UNDP, FAO, UNIDO)
  • 2011, Southern Africa: Regional Tourism Growth and Development Strategy for the Southern Africa region; ITC-A was part of the strategy formulation team (EU, Proman)
  • 2011, Ghana West Coast: Project Evaluation and Capacity Building;  ITC-A carried out the evaluation and capacity building; ITC-A provided the evaluation of the progress of the project that it conducted in 2010 and conducted a week-long seminar with local stakeholders (UNWTO, Ricerca e Cooperazione – RC)
  • 2009 – 2010, Kukes, Albania: Kukes Region Tourism and Environment Promotion (KRTEP) Project; ITC-A led a team of international and national specialist consultants to formulate the plan (UNDP, EU)
  • 2008 – Uttarakhand, India: Regional Economic Development (RED) Tourism Strategy and Operational Plan; ITC-A provided the value chain analysis for the tourism sector in Uttarakhand (GTZ – Deutsche Gesellschaft für Technische Zusammenarbeit)
  • 2007 – Uttarakhand, India: Sustainable Tourism Master Plan – Marketing and Institutional Components: Provided institutional restructuring and building recommendations as well as marketing and promotion strategies in the state tourism master plan
  •  2007, Sri Lanka: Scoping Mission for the Formulation of a Tourism Development Master Plan for the Country; ITC-A prepared the project document for the plan (UNWTO, UNDP)
  • 2007, Sri Lanka: Green Belt Tourism Infrastructure Redevelopment; ITC-A provided the marketing input in the plan (UNWTO, UNDP)
  • 2006, Rwanda: Scoping Mission for the Formulation of a Tourism Development Master Plan for the Country; ITC-A prepared the project document for the plan (UNWTO, UNDP)
  • 2006, Bosnia and Herzegovina: Tourism Development Projects to Encourage Income Generation for the Three Main Ethnic Groups; ITC-A provided a range of projects and prepared the final report (UNDP)
  • 2006, Lesotho: Formulation of the new Lesotho Tourism Master Plan;  ITC-A led the project team that formulated the master plan (UNWTO, UNDP)
